He graduated from the Kharkiv Art Institute (1958). His main fields were painting, graphics, and sculpture. He created paintings on historical subjects and landscapes. Arkadi Pavliuk was the author of pictorial and sculptural portraits, in particular of Soviet party and military figures. He was a participant of regional, republican, all-Union art exhibitions. He held numerous personal exhibitions. Some of his works are kept in Vinnytsia art and local history museums and the memorial complex «Brest Hero Fortress». The artist died in Vinnytsia in 2019.
