19th C. Impressionist Painting Beach Boats By Fishing Port Artist Robert Manning

The paper is toned, either originally or from age, and many light watercolor splatters appear throughout, presumably artist-made. Looks to be an antique plein air piece or outdoors sketch. Robert Manning (1816-1897) was a famous Irish draughtsman (draftsman), topographical surveyor, hydraulic engineer, and designer of around 100 fishery piers and harbors.
