Dimensions are of the frame. He looks to be perhaps partly pencil but most watercolor. The frame & glass appear original. There may have been another hanger as there is a hole nearer the center of the top & the current hanger, also period, is closer to the back edge. Nice look & also nice there is a name & date. Him or the artist? who knows. Which ever, we know he or the artist came from Leeds.
